Laws
The District of Columbia has several laws that require demographic information to be collected for certain populations.
None of these laws directly expand the federally required race and ethnicity categories, but information on these laws is provided for background. For example:
- A DC law requires data collection on human trafficking, including “[n]umbers of and demographic characteristics of victims, including age, race, sex, national origin, and current citizenship.” The law does not specifically require disaggregation by specified races, but it does require national origin and current citizenship information. DC Code 22-1841
- Another law requires data collection on demographic information of students in DC schools including (at a minimum) race and ethnicity, gender, status as an English learner, and sexual orientation. The law does not specifically require disaggregation by specified races. DC Code 38-2602
- A law regarding data collection on the homeless population requires: “The annual Point-in-Time survey conducted pursuant to regulations of the Department of Housing and Urban Development shall include data collection regarding the sexual orientation and gender identity of each individual counted, subject to the individual’s discretion to decline to provide that information.” The law does not specifically require disaggregation by specified races.
